Kathleen R. Coenson, LCSW
Louisiana Coordinated System of Care Director
Having joined Magellan in January 2012 as the Adult System Administrator and Vice President of System Transformation for the Louisiana Behavioral Health Partnership in Louisiana, Ms. Coenson now oversees Magellan’s administration of the Coordinated System of Care (CSoC) program in the state. A licensed Clinical Social Worker in Minnesota and Louisiana, Ms. Coenson has more than 30 years of administrative and clinical experience in all aspects of behavioral health care management.
Prior to joining Magellan, Ms. Coenson served as a medical social worker at several hospitals in Indiana and Minnesota and a case manager in Surrey, England. She has also worked with Cigna Behavioral Health in Minnesota as Inpatient Care Manager, at Southeast Louisiana Veterans Health Care System in New Orleans as a Social Worker in the suicide prevention program and as Director of Social Services and Outpatient Services at the Community Care Hospital and Community Care Counseling Center in New Orleans.
Ms. Coenson has extensive years of practice in outpatient and inpatient medical and psychiatric hospital settings, including for profit, not for profit and governmental agencies. She has considerable knowledge and experience in utilization review, insurance, third party payers, billing, appeal/denial processes and managed care.
Kathleen Coenson received her bachelor’s and master’s degrees in Social Work from Indiana University and was an adjunct faculty member at the Tulane School of Medicine in New Orleans.

Richard Dalton, M.D. - CSoC Medical Director
Richard Dalton serves as the Medical Director for the Louisiana CSoC program and is a board certified general and child/adolescent psychiatrist who was a professor at Tulane University School of Medicine for 33 years. He is a graduate of LSU School of Medicine-New Orleans and completed his training in psychiatry and child/adolescent psychiatry at Duke University. Dr. Dalton is a Distinguished Life Fellow of the American Psychiatric Association and has received various teaching awards throughout his career. He served as the medical director for the Office of Behavioral Health (2008-2011), Magellan’s Louisiana medical director (2013-2015) and the behavioral health medical director for Louisiana Healthcare Connections (2016-2018); in addition, he has served on numerous work-related committees and was the chair of the Tulane University SOM Ethics Committee, Program Director of the Tulane Child/Adolescent, Chief of Child and Adolescent Services at DePaul/Tulane Hospital and a member of the Louisiana Children’s Cabinet Advisory Board, among other committee positions. Dr. Dalton has published one book and over 50 peer reviewed articles and book chapters.
Wendy Bowlin, LPC, MS, MBA - Quality & Outcomes Director
Wendy Bowlin serves as the Director of Quality and Outcomes for Magellan Health in Louisiana and is responsible for the establishment, implementation and maintenance of the quality program for a Louisiana’s statewide Coordinated System of Care (CSoC), a specialty children’s program serving at risk youth.
She is a Subject Matter Expert (SME) on complex federal waiver and state plan amendment requirements and quality assurance processes. As the Director of Quality, she is responsible for ensuring compliance with federal and state laws and contract requirements, implementing fidelity and provider monitoring plans, monitoring outcomes and overseeing quality improvement projects. She previously served as the Quality Management Administrator of Magellan Health in Louisiana and has 10 years of clinical experience in working with youth with severe mental and behavioral health challenges.
She earned her master's degree in Counseling Psychology from Louisiana State University in Shreveport, master’s degree in Business Administration from University of Southeastern Louisiana and a bachelor degree in psychology from the University of Mississippi.
Syralja Griffin, M.A., LPC - Clinical Director
Syralja Griffin is the Clinical Director for the Louisiana Coordinated System of Care. She is responsible for the direction and management of clinical operations. Syralja has been with Magellan since 2012 and has 18 years of experience in the mental health profession.
Prior to joining Magellan, Syralja primarily worked with children and families in the communities, counseling agencies, and hospitals. Syralja holds a B.A. in Psychology from Centenary College and an M.A. in Counseling and Guidance from Louisiana Tech. Syralja is also licensed as a Professional Counselor.
Syralja has a profound interest in family preservation, deaf advocacy, and trauma-informed care. She enjoys spending time with her husband, two children, and the family dog as well as cooking and participating in church activities.
Gail Fowler - Network Development Director
Gail Fowler serves as the Director of Network Development for the Louisiana Coordinated System of Care. Gail is responsible for the management of provider relations and developing strategies for effective management of the provider network.
Prior to her tenure with Magellan, Gail served as the Chief Operating Office for a Medical Billing Company. Gail is also a Registered Radiology Technologist.
In her spare time, Gail enjoys gardening and spending time with family and friends.
Paula Brooks, M.B.A., M.A.Ed. - Marketing Communications Manager
Paula Brooks serves as the Marketing Communications Manager for the Louisiana Coordinated System of Care. Ms. Brooks is responsible for the facilitation of all member and provider communications and community relations. Prior to her current role, Paula served as the Appeals Manager for the Louisiana Behavioral Health Partnership.
Prior to joining Magellan in 2014, Paula spent 15 years with Blue Cross Blue Shield of Louisiana serving in various roles including QA, Appeals, Customer Service, and Claims. Paula holds a Master of Business Administration and a Master of Arts in Education from University of Phoenix and received her undergraduate degree from Southeastern Louisiana University.
Paula is an avid sports fan and enjoys traveling and supporting her youngest son’s basketball endeavors. She also enjoys volunteering with her church in the Children’s Depot, singing with the praise team, and community outreach events.
JoeAnn Coleman, RN, MSN, CHC, LNC – Compliance Officer
JoeAnn Coleman serves as the Compliance officer for the Coordinated System of Care. As the Compliance officer, she is responsible for the development and implementation of the Louisiana Corporate Compliance Plan with ongoing monitoring and training as it relates to State and federally mandated legal requirements. Ms. Coleman also oversees all aspects of the Health Insurance Portability and Accountability Act (HIPAA) regulation and reporting requirements and directs all aspects of policy development and customer contract deliverables.
Having joined Magellan in March 2012 as Corporate Compliance Administrator for the Louisiana Behavioral Health Partnership, Ms. Coleman continues to serve in her capacity under the title of Compliance Officer for the Coordinated System of Care (CSoC) program. A licensed Registered Nurse with over 25 years of experience in Health care regulatory requirements and acute care clinical, billing and coding experience.
JoeAnn earned her bachelor degree in Nursing from Holy Cross University and a master's degree in Nursing from the University of Phoenix. Ms. Coleman is certified in Health Care Compliance from the Health Care Compliance Association and she completed the Legal Nurse Consulting program from Louisiana State University in 2006.
