Syralja Griffin, MA, LPC-S
Louisiana Coordinated System of Care VP, General Manager
Having joined Magellan in 2012 as a care manager for the Louisiana Behavioral Health Partnership (LBHP) and leading the clinical team as the director for many years, Syralja Griffin now leads Magellan of Louisiana’s administration of the Coordinated System of Care (CSoC). Ms. Griffin is a Licensed Professional Counselor and holds a B.A. in Psychology from Centenary College and an M.A. in Counseling and Guidance from Louisiana Tech.
Ms. Griffin has more than 20 years of experiences as a counselor and administrator. Prior to joining Magellan, Ms. Griffin primarily worked with children and families in the communities, counseling agencies, and hospitals. She also led programs providing disaster mental health services and early childhood mental health interventions.
Syralja has a profound interest in family preservation, deaf advocacy, and trauma-informed care. She enjoys spending time with her husband, two children, and the family dogs, as well as cooking and gardening.

Jamie Hanna, M.D. - CSoC Medical Director
Jamie Hanna serves as the Medical Director for the Louisiana CSoC program. She is board certified in Psychiatry and Child and Adolescent Psychiatry. Dr. Hanna completed medical school at the University of Alabama School of Medicine and a subsequent internship in Pediatrics, residency in General Psychiatry, fellowship in Child and Adolescent psychiatry, and fellowship in Infant Mental Health with Louisiana State University in New Orleans. Prior to joining Magellan Health in 2020, Dr. Hanna served as an Assistant Professor and Assistant Training Director with Louisiana State University School of Medicine working with the acute behavioral health unit, consult liaison services, and emergency psychiatric services at Children’s Hospital of New Orleans.
Wendy Bowlin, LPC, MS, MBA - Quality & Outcomes Director
Wendy Bowlin serves as the Director of Quality and Outcomes for Magellan of Louisiana and is responsible for the establishment, implementation and maintenance of the quality program for Louisiana’s statewide Coordinated System of Care (CSoC), a specialty children’s program serving at risk youth.
She is a Subject Matter Expert (SME) on complex federal waiver and state plan amendment requirements and quality assurance processes. As the Director of Quality, she is responsible for ensuring compliance with federal and state laws and contract requirements, implementing fidelity and provider monitoring plans, monitoring outcomes and overseeing quality improvement projects. She previously served as the Quality Management Administrator of Magellan Health in Louisiana and has 10 years of clinical experience in working with youth with severe mental and behavioral health challenges.
She earned her master's degree in Counseling Psychology from Louisiana State University in Shreveport, master’s degree in Business Administration from University of Southeastern Louisiana and a bachelor degree in psychology from the University of Mississippi.
Brandi Johnston, LPC - Clinical Director
Brandi Johnston is the Clinical Director for the Louisiana Coordinated System of Care. She is responsible for the direction and management of clinical operations. Brandi has been with Magellan since 2012 where she started as a Care Manager. She has over 20 years of administrative and clinical experience in the behavioral health field.
Prior to joining Magellan, Brandi worked directly with clients of all ages at an inpatient psychiatric hospital for seven years. She also has experience as the director of a non-profit outpatient mental health provider where she worked with children and families for over five years. Brandi holds a B.A. in Psychology from Louisiana State University in Shreveport and an M.A. in Counseling and Guidance from Louisiana Tech. Brandi is also licensed as a Professional Counselor.
Gail Fowler - Network Development Administrator
Gail Fowler serves as the Network Development Administrator for the Louisiana Coordinated System of Care. Gail is responsible for the management of provider relations and developing strategies for effective management of the provider network.
Prior to her tenure with Magellan, Gail served as the Chief Operating Office for a Medical Billing Company. Gail is also a Registered Radiology Technologist.
In her spare time, Gail enjoys gardening and spending time with family and friends.
Paula Brooks, M.B.A., M.A.Ed. - Marketing Communications Manager
Paula Brooks serves as the Marketing Communications Manager for the Louisiana Coordinated System of Care. Ms. Brooks is responsible for all member and provider communications, website administration, and community outreach.
Prior to joining Magellan in 2014, Ms. Brooks spent over 15 years with Blue Cross Blue Shield of Louisiana serving in various roles including QA, Appeals, Customer Service, and Claims. Paula holds a Master of Business Administration and a Master of Arts in Education-Adult Skills and Training from University of Phoenix and received her undergraduate degree from Southeastern Louisiana University.
Paula is an avid sports fan and loves traveling to support her youngest son's basketball endeavors. She is also passionate about diversity and inclusion efforts and enjoys volunteering and leading community outreach projects with her church's missions team.
JoeAnn Coleman, RN, MSN, CHC, LNC – Program Integrity-Compliance Officer
JoeAnn Coleman serves as the Program Integrity (PI) Compliance Officer for the Coordinated System of Care. As the PI Compliance Officer, she is responsible for the development and implementation of the Louisiana PI Compliance Program with ongoing monitoring and training as it relates to State and Federally mandated Fraud, Waste and Abuse prevention. Ms. Coleman also oversees all aspects of the Health Insurance Portability and Accountability Act (HIPAA) regulation and reporting requirements.
Having joined Magellan in March 2012 as Corporate Compliance Administrator for the Louisiana Behavioral Health Partnership, Ms. Coleman continues to serve in her capacity under the title of PI Compliance Officer for the Coordinated System of Care (CSoC) program. A licensed Registered Nurse with over 28 years of experience in Health care regulatory requirements, acute care clinical, and billing experience.
JoeAnn earned her bachelor degree in Nursing from The University of Holy Cross and a master's degree in Nursing from the University of Phoenix. Ms. Coleman is certified in Health Care Compliance from the Health Care Compliance Association and she completed the Legal Nurse Consulting program from Louisiana State University in 2006.
Michelle Truxillo – Finance Director
Michelle Truxillo serves as the Finance Director for the Louisiana Coordinated System of Care. Michelle is responsible for providing the financial condition of the CSoC program, ensuring compliance with federal, state, and local legal requirements, advising management of actions and potential risks, coordinating audits, and managing budgets and expenses.
Michelle has over 30 years of healthcare experience, including finance, management, and internal audit, joining Magellan in 2017. Michelle holds a B.S. in Accounting from the University of Louisiana - Lafayette. She is a licensed Certified Public Accountant (CPA) and a Certified Internal Auditor (CIA).
In her spare time, Michelle enjoys gardening, outdoor activities, cooking, and spending time with family and friends.
Henky Saputra – Information Technology Director
In his role as the Information Technology (IT) Director for the Louisiana Coordinated System of Care, Henky is responsible for managing all information systems functions with internal and external customers, defining technical needs and solutions, and prioritizing multiple project requirements and deliverables to ensure successful implementations.
Mr. Saputra has over 20 years of experience as IT Professional. Prior to joining Magellan, Henky served as the Data and Technical Services Director for a Healthcare company. Before that, he served as the Principal Project/Program Manager for a Technology company where he successfully managed complex, multi-million-dollar projects.
Henky holds a Bachelor of Science in Management Information Systems and a Master of Business Administration from Louisiana State University. Mr. Saputra is certified in Project Management Professional (PMP), Scrum Master (CSM), and Six Sigma.
